Management Review

Management Review (Top Management Evaluation of Systems) is a critical concept in quality, health, safety, and environmental management.

What Is Management Review?

Management review is a formal, planned evaluation by top management of the suitability, adequacy, effectiveness, and alignment of the management system with the organisation's strategic direction. ISO 9001:2015 Clause 9.3 specifies required inputs (audit results, customer feedback, process performance, nonconformity/corrective actions, monitoring/measurement results, supplier performance, resource adequacy, risk/opportunity actions, improvement opportunities) and required outputs (improvement decisions, resource needs, system changes). Management reviews are typically conducted quarterly or semi-annually and must be documented. They represent the 'Act' stage of the PDCA cycle at the strategic level.

Management Review Requirements Under UK Law

ISO 9001:2015 Clause 9.3 mandates management review at planned intervals. ISO 14001 Clause 9.3 and ISO 45001 Clause 9.3 have equivalent requirements with additional inputs specific to environmental and OH&S performance. AS9100 adds customer satisfaction trend data as a mandatory input. Certification auditors routinely request management review minutes — absence or inadequacy is a common audit finding. In MHRA inspections of pharmaceutical manufacturers, management review is assessed under EU GMP Chapter 1 (Quality Management). Poor management review processes are cited in approximately 15% of ISO 9001 major non-conformances.
